Mr. Vuong Quoc Tuan, Chairman of Bac Ninh Provincial People's Committee, recently had a working session with agencies, units and localities on the progress of site clearance for Nam Son - Hap Linh Industrial Park.

Up to now, the investor has compensated for land acquisition for 42/118 households with an area of 8,5ha/21,3ha (reaching 40%). The area currently paying compensation for land acquisition is 12,8ha (payment will continue from February 7, 2); the area for which the compensation plan has not been approved is 2025ha because the dossier for adjusting the Decision of Tien Du District People's Committee on recognizing the results of land conversion is being completed.
Regarding the area of national defense land, Kinh Bac Urban Development Corporation proposed to quickly have a plan to hand over the land for the investor to implement the project. Regarding the preparation of conditions to attract investors, the investor is actively carrying out land procedures; leveling the land and implementing infrastructure for the compensated area.
Directing the conference, Chairman of the Provincial People's Committee Vuong Quoc Tuan acknowledged the active participation of departments, branches, localities and investors in implementing land clearance for Nam Son - Hap Linh Industrial Park. The locality determined that industry is still the driving force for urban - service development, promoting the province's position, so from the beginning of 2025, the province has vigorously implemented infrastructure projects to attract investors.
The Chairman of the Provincial People's Committee requested that from February 7, the investor and Tien Du district coordinate to focus on paying compensation for the area of 2 hectares, creating consensus and spreading among the people. By February 12,8 at the latest, the Tien Du district People's Committee must approve the compensation plan for the remaining 15 hectares. Regarding the area of national defense land, relevant units must resolve it before February 2.
Nam Son - Hap Linh Industrial Park, invested by KBC, with an area of 402 hectares, is located in the industrial park planning approved by the Prime Minister.
At the same time, Chairman of the Provincial People's Committee Vuong Quoc Tuan also worked with units and localities on the progress of implementing the infrastructure project of Que Vo II Industrial Park - Phase 2 and Que Vo III Industrial Park - Sub-area 2.
The Que Vo II Industrial Park Infrastructure Project - Phase 2, invested by Nhan Dat Tien Company Limited, covers an area of 277,64 hectares in Chau Phong and Duc Long communes (Que Vo town). The units have compensated and acquired 40,4 hectares. In 2025, it is expected to implement land acquisition and acquisition for 237 hectares.
The Que Vo III Industrial Park Infrastructure Project - Sub-area 2 has been approved for investment with an area of 208,54ha in Phu Luong Ward, Que Tan Ward and Viet Hung Ward (Que Vo Town), invested by Manh Duc Vietnam Group Joint Stock Company. Of which, compensation and site clearance have been made for 50,86ha. In 2025, site clearance will be carried out for the remaining areas of the project (about 171,6ha, of which the rice land area is about 135ha). The investor has registered to add the rice land target in 2025 with an area of 135ha for site clearance.
Both projects are currently facing difficulties in measuring and determining land area to serve the development of land acquisition and handover plans; the lack of rice land allocation targets leads to a lack of basis for implementing site clearance work.
The functional sector requested the People's Committee of Que Vo town to direct the Compensation Council for Land Acquisition and Site Clearance to have a plan for land consolidation and plot exchange, confirm data as a basis for submitting the land acquisition and site clearance plan; promptly supplement annual land use plan indicators as a basis for land acquisition.
Concluding the working session, the Chairman of the Provincial People's Committee requested the Chairman of the Que Vo Town People's Committee to direct the Compensation Council for Land Acquisition and Site Clearance, departments, units, People's Committees of relevant communes and wards, and infrastructure investors to actively implement the land acquisition and site clearance work, especially the part Construction area Essential technical infrastructure of industrial parks, meeting operations in industrial parks; striving to complete site clearance work by June 30 to ensure progress according to schedule.
The Chairman of the Provincial People's Committee also requested investors to arrange a professional and methodical human resource apparatus and prepare finances, complete land procedures to invest in infrastructure construction for the cleared area, ensuring compliance with the approved investment project and detailed planning.
Bac Ninh currently has 14 industrial parks in operation. Industrial parks in Bac Ninh currently have nearly 1.300 operating projects, generating more than 80% of the province's industrial production value.
In 2024, FDI attraction of Bac Ninh province will reach 5,04 billion USD, the highest in the country.
This locality aims to become a class I urban area by the end of 2025 and a centrally-run city by the end of 2026.
