On the afternoon of February 28, at the Government Headquarters, Prime Minister Pham Minh Chinh held a discussion with Chinese enterprises to assess the situation, identify challenges and opportunities for cooperation and investment so that Chinese and Vietnamese enterprises can develop quickly and sustainably.
Attending the discussion were Deputy Prime Ministers Ho Duc Phoc and Nguyen Chi Dung; Chinese Ambassador to Vietnam Ha Vi; leaders of provinces and centrally run cities; leaders of large corporations and groups of Vietnam and China.
On the basis of the good relationship of the Vietnam-China Comprehensive Strategic Cooperative Partnership, Vietnam-China trade and investment cooperation has continuously developed in recent times.
Currently, Vietnam continues to hold the position of China's largest trading partner in ASEAN and China's fifth largest trading partner. China is Vietnam's largest import market and second largest export market.
China continues to lead in the number of newly licensed investment projects in Vietnam. As of August 8, China's total registered FDI capital in Vietnam was 2024 billion USD with 29,1 valid projects, ranking 4.865th out of 6 countries and territories investing in Vietnam.
Previously, Chinese enterprises often invested in Vietnam in the fields of processing and manufacturing industries; production and processing of household appliances; leather shoes, garments, etc.
Currently, Chinese enterprises are actively seeking opportunities and investing in Vietnam in the fields of energy, construction, infrastructure, electronics industry, automobiles, finance and banking, etc.
At the seminar, the Chinese Ambassador to Vietnam, Chairman of the Chinese Business Association in Vietnam and Chinese enterprises highly appreciated the investment and business environment and potential in Vietnam; especially the support, regular meetings, and removal of difficulties and obstacles for businesses by the Government leaders.
Chinese enterprises expressed their interest and desire to cooperate in investment and proposed a number of specific issues in urban development projects; railway lines, especially the railway connecting Vietnam and China; urban railways in Hanoi and Ho Chi Minh City; expressways; seaports; renewable energy projects; financial and banking centers; electric vehicle production; digital infrastructure, science and technology, aviation, etc.
Enterprises requested the Government to direct Vietnamese ministries, branches and localities to continue reforming investment procedures, administrative procedures, work permits, visa policies, etc., to help Chinese enterprises invest conveniently and effectively in Vietnam.
After the leaders of ministries, branches and localities discussed and concluded the discussion, Prime Minister Pham Minh Chinh highly appreciated and acknowledged the responsible, practical and highly constructive opinions, showing affection, responsibility and sincerity as a typical and upright business of Chinese enterprises.
The Prime Minister assigned the Government Office and the Ministry of Planning and Investment to collect opinions at the Seminar, issue a Conclusion of the Prime Minister; coordinate with ministries, branches and localities to promptly handle the above in the spirit of "clear people, clear work, clear responsibility, clear time, clear products" and supervise the implementation so that enterprises in general and Chinese enterprises in particular can develop smoothly, contributing to fostering the Vietnam-China Comprehensive Strategic Cooperative Partnership, for the development of each country and the increasingly prosperous and happy life of the people of the two countries.
Sharing about the world situation, the Prime Minister said that the world is going through the process of polarization, population aging, resource depletion, climate extremism, market diversification, and digitalization of all human activities.
Meanwhile, Vietnam is a developing country, the economy is in transition, the economic scale is still modest, the starting point is low, the openness is high but the resilience is limited.
However, with outstanding efforts, in recent years, Vietnam's socio-economic situation has developed comprehensively in all fields, achieving and exceeding 2024/15 basic targets in 15.
Vietnam still maintains macroeconomic stability, controls inflation; stabilizes exchange rates and interest rates; ensures major balances; ensures the labor market; public debt, foreign debt, and government debt are under control, with room to expand investment by issuing bonds.

On that basis, Vietnam is currently prioritizing promoting growth, with the target of reaching 8% in 2025, creating momentum, creating position, and creating force for double-digit growth in the coming years.
“To achieve the above goals, all sectors, fields, localities, units, enterprises and people must be highly determined, make great efforts and take drastic actions, in which the cooperation and contribution of the business community, including Chinese enterprises, is needed,” the Prime Minister emphasized.
Assessing that the Vietnam-China relationship is in a very good, sincere and trustworthy development stage; both sides are determined to foster the relationship between the two countries to develop more and more, for the development of each country, for the people of the two countries to be increasingly prosperous and happy, meeting the expectations of the people of the two countries, Prime Minister Pham Minh Chinh said that the important thing is that this relationship must be concretized with specific programs and projects, bringing practical material results that can be "weighed, measured, and counted", bringing benefits to both sides, then "the relationship of both comrades and brothers" will be comprehensive and inclusive.
There is a need to connect the two economies, connect businesses, and exchange people and businesses. Vietnam and China must be the pioneers contributing to implementing the agreements of the two countries' senior leaders, practically celebrating the 2th anniversary of the establishment of diplomatic relations between the two countries "mountains connect to mountains, rivers connect to rivers," "in you there is me, in me there is you."
Informing that Vietnam is oriented to develop rapidly and sustainably; ensure macroeconomic stability; control inflation; promote growth; ensure major balances; stabilize exchange rates and interest rates; maintain independence, sovereignty, territorial integrity; ensure security, order and social safety; strengthen foreign relations; ensure fairness and social progress, leaving no one behind, Prime Minister Pham Minh Chinh suggested that businesses of the two countries focus on implementing and realizing high-level agreements with specific actions and results.
The Prime Minister said that Vietnam has made three strategic breakthroughs in perfecting institutions, developing infrastructure, and training high-quality human resources; striving to improve the investment and business environment; arranging a truly effective and efficient apparatus; decentralizing and delegating power, eliminating the request-grant mechanism; stepping up the fight against corruption and negativity; creating an equal and open business environment; not criminalizing economic and civil relations; implementing a proactive, flexible, timely, and effective monetary policy; implementing a fiscal policy by reducing taxes, fees, and charges; boosting public investment, using public investment to lead private investment, activating all resources for development; developing a green economy, digital economy, circular economy, creative economy, knowledge economy, and sharing economy based on science and technology, innovation, and digital transformation.
In the spirit of creating conditions for businesses to develop on the principles of “harmonized benefits, shared risks,” “harmonizing the interests of the State, people, and businesses,” Vietnam always ensures the legitimate and legal rights and interests of businesses; ensures equal access to policies,” the Prime Minister affirmed.
Congratulating the successes of Chinese enterprises and sharing the difficulties that Chinese enterprises have to go through, Prime Minister Pham Minh Chinh hopes that Chinese enterprises will use Vietnam as a production and business base; focus on rapidly and sustainably developing the digital economy, green economy, circular economy, knowledge economy, and sharing economy; do business in a healthy and lawful manner, with the spirit of "listening and understanding together; sharing vision and action together; doing, enjoying, winning and developing together; enjoying joy, happiness and pride together"; transferring high technology to Vietnam; supporting Vietnamese enterprises to participate in the global value chain; expanding investment scale; investing in traditional growth drivers such as investment, export, and consumption; promote new growth drivers, especially emerging industries such as semiconductors, artificial intelligence, cloud computing, Internet of Things, optoelectronics, quantum, biotechnology, new materials technology, high-end services, especially digital payment services...
The Prime Minister also asked Chinese enterprises to continue to give advice to Vietnam on institutional improvement; transfer of science and technology; smart management experience; investment in clean energy, renewable energy; investment in transport infrastructure such as railways, airports, ports, highways; development of industrial parks, economic zones; promotion of digital payments, expansion of local currency payment scope; investment in financial centers; development of green finance; promotion of bilateral trade, construction of border economic zones, construction of smart border gates, etc.
In the spirit of “harmonious benefits and shared risks,” the Prime Minister assigned specific tasks to Vietnamese ministries and branches in resolving recommendations and promoting specific projects as proposed by Chinese enterprises to bring the economic, investment and trade relations between the two countries to a level commensurate with the relationship of “both comrades and brothers” and in the direction of “6 more” in the Vietnam-China relationship, including the implementation of railway projects connecting Vietnam and China, symbolic works in the Vietnam-China relationship./.
