– Projects and works specified in Appendix IV of Decree No. 79/2014/ND-CP when building, renovating or changing the nature of use, such as:

+ Planning projects on new construction or renovation of urban centers, residential areas, industrial parks, export processing zones, high-tech zones; projects on building new or renovating technical infrastructure works related to fire prevention and fighting of urban centers, residential areas, industrial parks, export processing zones and hi-tech zones under the approval competence of the competent authority. district and above.

+ Academies, universities, colleges, vocational schools, high schools and other schools with classroom blocks with a volume of 5.000 m3 or more; kindergartens, kindergartens with 100 or more children…

Motor vehicles with special requirements for fire prevention and fighting safety include ships and trains exclusively used for passenger transport, gasoline, oil, flammable liquids, combustible gases, etc. Explosives and chemicals that are dangerous in terms of fire and explosion when newly manufactured or converted.

Dossier of application for a fire prevention and fighting license

For the base design

- A written request for consideration and opinions on fire prevention and fighting solutions of the investor (if authorizing another unit to perform, a written authorization must be attached);
- A copy of the investment permit issued by the competent authority;
- Estimating the total investment of projects and works;
– Drawings and explanations of the basic design showing the required contents of fire prevention and fighting solutions specified in Clauses 1, 2, 3, 4, 5 and 6, Article 13 of Decree 79/2014/NĐ-CP -CP

For technical design or construction drawing design

- The investor's written request for approval of the fire prevention and fighting design (if authorizing another unit to perform, a written authorization must be attached);
- A copy of the written approval of the planning issued by the competent authority;
- Estimating the total investment of projects and works;
– Drawings and explanations of technical design or construction drawing design showing required contents of fire prevention and fighting specified in Clauses 1, 2, 3, 4, 5 and 6, Article 13 of Decree No. Decree 79/2014/ND-CP.

For approval of construction site

- The investor's written request for approval of the construction site for fire prevention and fighting (if authorizing another unit to do so, a written authorization must be attached);
- A copy of the document stating the legitimacy of the land area to be built;
- Drawings and documents clearly showing the topographical status of the land area related to fire prevention and fighting such as the fire resistance level of the work, the distance from the proposed construction to the surrounding works, direction wind, building height.

Order and procedures for applying for a fire prevention and fighting license

Step 1: Submit the application

According to Clause 5, Article 7 of Circular 66/2014/TT-BCA, the place of submission of dossiers is regulated as follows:

Case 1: Submit in person or by post at the Fire Prevention, Firefighting and Rescue Police Department of the Ministry of Public Security for the following projects and works:

– Projects, works of national importance, construction investment projects of group A according to the Law on Public Investment 2019 (except for construction investment projects funded with the state budget and invested by the province). );

- Construction investment projects proposed by the Police Department of Fire Prevention and Fighting and Rescue and Rescue of the Provincial Police or the investor;

Case 2: Submitting in person or by post at the Fire Prevention and Fighting and Rescue Police Department of the Provincial Police for the following projects and works:

- Construction investment projects are not under the jurisdiction of the Police Department of Fire Prevention, Fighting and Rescue in the area under their management.

- Cases authorized by the Fire Prevention and Fighting Police Department.

- Planning design project: No more than 10 working days.

– Approval of construction site: No more than 05 working days.

– Basic design: No more than 10 working days for group A projects; no more than 05 working days for projects of groups B and C.

– Technical design or construction drawing design: No more than 15 working days for group A projects and works; no more than 10 working days for projects and works of groups B and C.
