According to Resolution No. 08-NQ/TU of the Executive Committee of the Hai Phong City Party Committee, by 2030 and with a vision to 2050, the city identifies Green Transformation as a key and continuous task; in which, the circular economy is used as the driving force for green transformation and to create new competitive advantages.
Hai Phong prioritizes the development of green ports, green industries, green cities, sustainable ecotourism, and high technology as its pillars, with the development of green ports being a strategic breakthrough. The city also focuses on mobilizing and effectively utilizing all resources, prioritizing resources for investment in green infrastructure development, technological innovation, and the development of high-quality human resources.
Hai Phong is one of two localities in Vietnam honored by ASEAN as a potential city for environmental sustainability (COR) in 2025. Prior to that, in 2024, the city ranked first nationwide in the Provincial Competitiveness Index (PCI) and the Provincial Green Index (PGI), creating an important foundation for achieving green growth goals, aiming for Net Zero by 2050.

According to this Resolution, Hai Phong will comprehensively implement green transformation across seven sectors: transportation, industry, energy, construction, agriculture, tourism, and lifestyle, as well as green transformation across the entire Cat Ba Island (part of the Cat Hai Special Economic Zone). Transportation, industry, and Cat Ba Island will serve as the foundation for Hai Phong to expand this to other sectors and implement it in localities throughout the city.
Hai Phong currently boasts a system of 45 industrial parks and economic zones spread throughout the city, increasingly asserting its role as a leading engine and driving force for the socio-economic development of the city and the Northern region. These economic zones and industrial parks are not only crucial foundations for Hai Phong to become a modern, high-tech industrial center of the country, but also an international-class port and logistics hub.
The city has also identified green industrial development as a key focus for the 2026-2030 period, with a focus on transforming industrial zones into eco-friendly models, improving energy efficiency, and promoting cleaner production.
Industrial facilities are required to conduct energy audits, sort waste at source, and are encouraged to develop rooftop solar power. The city is also building a model of "green industrial clusters with modern technology and environmental friendliness" along with many other synchronized solutions. The foundation for this direction was formed in the early 2020s, when industrial parks such as DEEP C and Nam Cau Kien gradually transformed to an ecological model.
At the recent conference to disseminate and thoroughly understand Resolution No. 08-NQ/TU dated January 29, 2026, of the City Party Committee on Green Transformation of Hai Phong City in the period 2026-2030, with a vision to 2050; and the Green Transformation Plan in economic zones and industrial parks in Hai Phong City in the period 2025-2030, Mr. Duong Van Xuyen, Deputy Head of the Hai Phong Economic Zone Management Board, said that in implementing the city's resolution, the Board has also developed a specific plan for green transformation in economic zones and industrial parks.

Specifically, by 2030, the goal is for 100% of operating industrial parks to have assessed their current emission status and potential for green transformation; at least 50% of industrial parks to register for transformation and develop eco-industrial parks. By 2030, at least two industrial parks will have been certified as eco-industrial parks.
Regarding greenhouse gas emissions, by 2030, Hai Phong strives to develop in the direction of a green, low-carbon economy; land use will ensure that total greenhouse gas emissions are reduced by at least 43,5% compared to the business-as-usual scenario. Specifically, the average annual reduction during the 2026-2030 period is projected to be 4,85%.
Industrial parks and economic zones are also focusing on transforming their growth models towards greening economic sectors and applying circular economy models. By 2030, industrial parks and economic zones aim to achieve a minimum energy saving of 8,5% of total industrial energy consumption, with 3 to 5 buildings/projects within the industrial park meeting green building certification standards.
At the same time, by 2030, the Economic Zone Management Board aims for economic zones and industrial parks in the area to achieve a 100% rate of household solid waste being sorted at source and collected according to standards and regulations; and a 100% rate of industrial parks having centralized wastewater treatment systems that meet environmental technical standards.
According to Ms. Vuong Thi Minh Hieu, Deputy Director of the Foreign Investment Department (Ministry of Finance), green transformation and the construction of eco-industrial parks are essential needs for Vietnamese businesses to maintain their market share, integrate internationally, increase competitiveness, and protect the environment.
To encourage businesses to transform, the Government issued Decree 35/2022/ND-CP dated May 28, 2022, which regulates and guides the construction of eco-industrial parks and eco-enterprises, outlining criteria for identification, as well as support and incentive policies to help businesses make the transformation.
