In recent years, Hai Phong city has had many policies and strategies to encourage industrial development, especially focusing on building infrastructure for industrial parks and industrial clusters. The Government's recent policies on exemption, reduction and extension of some types of taxes and land rents have also supported businesses in resolving difficulties, proactively raising financial resources, maintaining working capital to restore production, retain employees and continue to develop.

Notable are enterprises in the automobile sector such as: Vinfast Automobile Manufacturing Complex, Bridgestone Vietnam Tire Manufacturing Company, Hoa Mai Automobile Company Limited, etc. Products of the automobile manufacturing industry include passenger cars and light trucks.
The machinery and equipment industry serving the marine economy, electronics, refrigeration, and high-tech industries also grew and participated in the global production network and value chain.
The textile and footwear manufacturing industry group has grown, similar to the growth trend of the apparel manufacturing industry; the rate of domestically-invested enterprises producing and directly exporting textile and garment products has grown...
It can be said that Hai Phong City has many advantages and much room for industrial production development. Mr. Le Trung Kien - Head of Hai Phong Economic Zone Management Board - said: The activities of industrial parks and economic zones attracted 53 projects in 9 months, with a total investment capital of 1,24 billion USD, of which FDI capital reached 1,19 billion USD, equal to 60% of the annual plan. Accumulated to September 9, industrial parks and economic zones attracted 2024 foreign direct investment projects with a total investment capital estimated at 573 billion USD.
Mr. Kien added: Currently, industrial parks and enterprises are in great need of attracting investment and expanding production. Therefore, the growth trend in the last months of the year is very feasible and needs to be grasped, creating all conditions to meet the requirements of industrial production. The city is also urgently establishing the Southern Hai Phong Coastal Economic Zone to ensure balance and harmony between economic benefits and green and sustainable requirements. This will be a lever to help Hai Phong City continue to maintain the momentum of economic growth in general, and IIP growth in particular, in 2024 and the following years.
Promote the establishment of new industrial clusters
Director of the Department of Industry and Trade of Hai Phong City Nguyen Van Thanh informed: In 2024, industrial production in the area will closely follow the policies and regulations on industrial development of the Government and Hai Phong City. In particular, promoting industrial development towards high-tech, modern and environmentally friendly industry. Industry plays a key role in economic development with an average growth rate of 14,9%/year, 1,6 times higher than the national average.
Mr. Nguyen Van Thanh emphasized: From now until the end of 2024, the Department of Industry and Trade will focus on grasping the production and business situation of enterprises, removing obstacles to soon put large projects and works into operation to increase new production capacity; deploy assessment of the current situation and propose tasks to restore and develop the city's shipbuilding industry. The Department will also continue to advise the City People's Committee to establish Trang Due and Le Thien - Dai Ban supporting industrial clusters. In addition, continue to survey supporting industrial enterprises according to the approved plan; direct the implementation of local industrial promotion projects in 2024; coordinate with the People's Committees of districts to review, count, develop plans and organize the relocation of factories, warehouses in the district.
Currently, Hai Phong City is focusing on and accelerating the development of new industrial parks and clusters in Tien Lang, Vinh Bao, Kien Thuy, An Lao districts, etc., in which Tien Lang district plans to build 8 industrial parks and clusters to "catch the wave" of investment. Specifically, Tien Thanh Industrial Park is 410 hectares; Phase 1 of the town industrial cluster is 50 hectares; Dai Thang Industrial Cluster is 21,3 hectares; Tien Cuong Industrial Clusters 1, 2, 3 are nearly 130 hectares; Quang Phuc Industrial Cluster is nearly 50 hectares and Quyet Tien Industrial Cluster.
To facilitate investors in industrial parks and clusters, according to the Standing Vice Chairman of Tien Lang District People's Committee Nguyen Ngoc Huy, the locality coordinates with the Department of Industry and Trade to promote the provision of planning information, flexibly apply mechanisms and policies to attract businesses to invest as well as coordinate with the Hai Phong Economic Zone Management Board and the Department of Foreign Affairs to increase meetings, promotion, and investment promotion. For problems related to the locality, the District People's Committee together with investors in industrial park and cluster infrastructure focus on timely and decisive resolution to quickly deploy infrastructure construction.
