With advantages in geographical location; traffic infrastructure; open and flexible investment environment, Ha Nam High-Tech Park is considered one of the key projects; a new driving force for Ninh Binh to become one of the centers of high-tech industrial development in the region.

Ha Nam High-Tech Park is located in the communes of Tran Thuong, Nhan Ha, Nam Ly of Ninh Binh province; is a connection point with important transit hubs and traffic works of the Red River Delta; about 70km from Hanoi city center, about 100km from Noi Bai international airport, about 110km from Cat Bi airport and Hai Phong international seaport.m. The project has a scale of 663,19 ha; with total investment cost in the first phase of nearly 9.000 billion VND.

As planned, Ha Nam High-Tech Park is designed "relatively" into functional areas: Research and development area, Training and incubation area (located in the center) to attract research and development activities, application and transfer, training activities, high-tech incubation... High-tech product manufacturing area to attract high-tech application projects to produce high-tech products. High-tech service and smart logistics area to perform service, transportation, warehousing, logistics functions... to serve high-tech activities. The technical infrastructure system of Ha Nam High-Tech Park is oriented to be synchronous, modern, environmentally friendly...
Ha Nam High-Tech Park is identified as a multi-industry high-tech park; in which, high technology and selected high-tech products are in the List of high technologies prioritized for development, List of high-tech products encouraged for development issued with the Prime Minister's Decision, and at the same time consistent with the priority development orientation of the province and the Red River Delta region.
Therefore, according to the plan, in the first phase, Ha Nam High-Tech Park will focus on attracting key high-tech industries such as artificial intelligence, electronics - semiconductors, biotechnology and medicine, along with new material technology. These are areas with strong development potential and contribute to improving the province's competitiveness in the context of a strongly changing global economy.

As the 5th high-tech park in the country, the establishment of Ha Nam High-Tech Park is an important step, not only creating a driving force for economic development for the province but also contributing to the national high-tech industrial development strategy, promoting sustainable growth and attracting investment in advanced technology fields. Basically, the High-Tech Park ensures good conditions such as traffic connection, medical examination and treatment needs, education, entertainment... to attract investors to operate. Currently, the province has invested in convenient traffic routes from the High-Tech Park, connecting with the road connecting the two expressways Hanoi - Hai Phong and Cau Gie - Ninh Binh.
It is known that in early 2025, Mr. Jaya Ratnam, Singaporean Ambassador to Vietnam and representatives of VSIP Group visited, worked and learned about the investment environment in the province. According to Mr. Jaya Ratnam's proposal: In the coming time, the province needs to strengthen investment promotion in Singapore; in which, focus on coordination in training high-quality human resources. He also added that currently, investors are very interested in developing energy, especially renewable energy in this high-tech park; this is the condition for the province to attract investors from Singapore and other countries around the world...
In early March 2025, within the framework of the official visit to the Republic of Singapore, in the presence of General Secretary To Lam, the leaders of Ha Nam province (old) and the leaders of Sembcorp Group and VSIP exchanged a memorandum of understanding on cooperation in research and proposed investment projects in the province; focusing on: Research on planning, investment and development of Ha Nam High-Tech Park; Urban area; river port; water plant along the Red River; electricity distribution and trading, research and development of renewable energy in the direction of smart, modern, green, sustainable, environmentally friendly; application of high technology in management and operation, towards a new ecosystem, creating a breakthrough in technology development, high-value-added industry; development of new, high-quality urban areas, improving the material and spiritual life of the people.
After the merger of the province, Ha Nam High-Tech Park continues to be identified as an important factor to promote the industrialization and modernization of the economy, the nucleus to attract and spread high technology through transfer and research and development, production, supply of high-tech products and services; promote start-ups and innovation to create breakthroughs in productivity, quality, efficiency and competitiveness for rapid and sustainable socio-economic development.
Therefore, in the coming time, the Provincial Party Committee and the People's Committee of Ninh Binh province will focus on directing functional branches, speeding up the progress of planning procedures, attracting investors to invest in building technical infrastructure for Ha Nam High-Tech Park; focusing on attracting investment in functional sub-areas of the High-Tech Park; focusing on projects in the fields of artificial intelligence, electronics - semiconductor technology, automation, biotechnology and medicine, new materials technology... to meet the requirements set out in Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045.
Accordingly, the period from 2024 to 2026, Ban QArea Management ĐNam Cao University and the High-Tech Park will establish and appraise and approve the planning; organize the attraction and selection of investors to build and operate the infrastructure. From 2026 to 2028, organize compensation, support, resettlement, site clearance; construct technical infrastructure systems... From 2028 onwards: Attract investment projects for offices, incubators, training areas, laboratories, factories, warehouses for rent...; attract investment projects and operate according to the orientation, goals and tasks of the High-Tech Park, comply with legal regulations.
With the goal of creating a driving force for sustainable growth, Ninh Binh will continue to develop a transportation network connecting with the High-Tech Park, develop social housing near the High-Tech Park to solve accommodation for workers; at the same time, create conditions for investors to plan to build a clean water plant on the Red River, and plan river ports to serve the circulation of goods.
