New Hai Phong – Driving force for FDI acceleration in the North
The merger of Hai Phong and Hai Duong has created a potential “new Hai Phong”, affirming its position as the leading logistics, production and export center of the North. In the first 6 months of 2025 alone, the region’s GRDP achieved an impressive growth rate of 11,2%, with industry increasing by 12,84% and services by 9,89%. The total accumulated FDI capital in the new Hai Phong has reached more than 50 billion USD from 1.724 valid projects, focusing on key sectors such as processing, manufacturing and logistics.

After the merger, the area also inherited a synchronous transport infrastructure system and supply chain. Converging all 5 types of transport - road, rail, waterway, air and sea - with Lach Huyen deep-water port, Cat Bi international airport playing the role of international trade gateway. Expressways such as Hanoi - Hai Phong - Quang Ninh and National Highway 5B have been upgraded, along with the East - West Kim Thanh axis, creating a synchronous transport network. This helps reduce the time to transport goods from inland industrial zones to Lach Huyen port to only 1-2 hours, eliminating the previous logistics bottleneck.
After the merger, Hai Phong is expected to not only grow in scale but also become the "FDI capital" of the North.

According to the plan until 2030, Hai Phong will develop 46 industrial parks with an area of nearly 12.000 hectares. To continue attracting FDI "eagles", the city not only needs more land, but more importantly, projects with synchronous planning, modern infrastructure and comprehensive support services.
In that picture, An Phat 5 Industrial Park (Luong Dien - Ngoc Lien) is a prominent new project, both adding modern industrial land fund and connecting with the seaport - logistics system, opening up new space for Hai Phong to continue to maintain its leading advantage in attracting FDI.
Located in Cam Giang commune (Hai Phong city), An Phat 5 industrial park is considered a "strategic connection point" of the North. From here, the industrial park has easy access to key traffic routes such as Hanoi - Hai Phong expressway, National Highway 5, National Highway 38, and key ports and airports such as Lach Huyen port, Cat Bi airport, Noi Bai airport and Gia Binh airport. This also facilitates connection with key border gates such as Huu Nghi and Mong Cai.
The strategic location also brings a double advantage to the industrial park as it is both the intersection of industrial capitals (Hung Yen, Bac Ninh, Thai Nguyen), and takes full advantage of key projects such as the Lao Cai - Hanoi - Hai Phong railway, Gia Binh airport, etc. This helps businesses easily link the value chain across the region, while significantly reducing logistics costs and helping to shorten the transportation journey to international seaports and airports.
