Diem Thuy Industrial Park was approved to be added to the planning of industrial parks in Thai Nguyen province with an area of about 350 hectares in Official Dispatch No. 1854/TTg-KTN dated October 08, 10 of the Prime Minister.
Diem Thuy Industrial Park includes:
Area A: The investor is the Industrial Zones Management Board of Thai Nguyen province
– The area is 180 hectares, currently being adjusted to 191,1 hectares
– Approved detailed construction planning at 1/500 scale in Decision No. 1084/QD-UBND dated May 18, 05.
– Thai Nguyen Provincial People's Committee assigned Thai Nguyen Provincial Industrial Park Management Board to be the investor in 2011 and officially started construction in 2012.
– Location: Phu Binh district and Pho Yen district, Thai Nguyen province
– Total investment capital is more than 1400 billion VND, the project's operating term is from 2011 to 2061
– Project implementation location: Diem Thuy commune, Thuong Dinh commune, Phu Binh district and Hong Tien commune, Pho Yen district, Thai Nguyen province
– First granted Investment Certificate by the Management Board of Thai Nguyen Provincial Industrial Parks on June 04, 06, with an operating term of 2009 years from the date of investment certificate approval. And was extended to continue implementing the project on December 50, 19 according to Investment Registration Certificate No. 12.
– Approved detailed construction planning in Decision No. 1084/QD-UBND dated May 18, 05, approved to adjust detailed construction planning in Decision No. 2009/QD-UBND dated January 250 /21 of Thai Nguyen Provincial People's Committee.

Infrastructure system
Diem Thuy A Industrial Park:
- Electricity distribution system: In the short term, the power source for production for Diem Thuy Industrial Park is taken from the 110kV/22kV Yen Binh I transformer station. In the long term, the power supply is replaced by the 110kV/22kV Phu Binh transformer station with a capacity of 2 ×40 MVA. 22 kV lines are connected to the boundary of each plot of land in the industrial park.
- Water supply system: Clean water for production in Diem Thuy Industrial Park - Area A is taken from Song Cong water plant with a total water supply capacity of 20.000 m3/day and night.
- Waste water treatment system: All wastewater discharged from Diem Thuy A Industrial Park is collected and treated at the industrial park's centralized wastewater treatment plant with a treatment capacity of 3.000 m3/day and night. The wastewater treatment system is invested with advanced technology, collection pipes are arranged along the main traffic axes in the industrial park.
- Internal road system: The main axis of the industrial park has a cross-section width of 41 m, branch roads have cross-section widths from 19,5 m to 36 m, of which the roadbed width is from 7,5 to 21 m. The entire road system is complete with sidewalks, trees and lighting systems on both sides.

Minimum 300 KW per hectare, equivalent to the entire area's power supply capacity of 29 MVA.
- Water supply system: Diem Thuy B Industrial Park is supplied with water from Song Cong Clean Water Plant 1km away from the industrial park via Mr. D100-200 mm road. The water supply capacity for the industrial park is 6.000 m3/day and night.
- Waste water treatment system: The industrial park's wastewater treatment system with a maximum capacity of 3.500 m3/day and night is capable of treating wastewater to standard B before being discharged into the environment.
- Communication systems: The information system serving Diem Thuy Industrial Park is managed by Thai Nguyen Provincial Post Office, including a modern, broadband, high-speed communication system connected according to the needs of investors.
- Internal road system: The main road of the industrial park has a cross-section width of 41m, of which the roadbed width is 21m; Branch roads in the industrial park have cross-section widths from 19,5 m to 36 m, road surface widths from 7,5 m to 21 m. Current status attracts investors to participate
Diem Thuy Industrial Park Zone A is currently leased to fill 100% of the entire industrial park area with more than 60 investment projects mainly from Korea and Vietnam. with a total registered investment capital of more than 600 million USD. Some typical projects include: Medical and dental equipment manufacturing project of Mani Hanoi Co., Ltd. (Vietnam); TV frame and OLED screen production project of ALK Vina Joint Stock Company (Korea); Project of manufacturing, processing and installing plating line of Chang An Vina Co., Ltd. (Korea); Metal processing and coating project of Myungjin Electronic Vina Co., Ltd. (Korea).
Although the investment was approved in 2009 and extended in 2014, up to now Diem Thuy Industrial Park Zone B has only completed site clearance of about 1/3 of the entire industrial park area. At the same time, as of 2021, according to the conclusion of the Government Inspectorate, the project is 75 months behind schedule according to the approved Investment Certificate and is being requested to be revoked. The initial investment
Diem Thuy A Industrial Park:
- Infrastructure rental: 50 USD/m2/entire lease term. Unit prices vary depending on the area and location of the rented land.
- Infrastructure management and maintenance fees: 0.3 USD/m2/year
- Land rental: Applicable according to the land price list announced by Thai Nguyen Provincial People's Committee at each time, in which, maximum exemption is 11 years according to the decision of the Provincial People's Committee.
- Electricity supply price: Applicable according to EVN's electricity supply tariff (1,007 - 2,871 VND/Kwh)
- Water supply price: 13.000 VND/m3, unit price may change according to the decision of Thai Nguyen Provincial People's Committee.
- Cost of wastewater treatment: 8.400 VND/m3 (equivalent to 0,34 USD/m3)
