According to Decision No. 2658/QD-UBND issued by Thanh Hoa Provincial People's Committee on August 4, 8, Bac Hoang Hoa Industrial Park will be deployed on the administrative boundaries of two communes of Hoang Phu and Hoang Giang.
The planning area has clear boundaries: the North borders the road connecting National Highway 45 with National Highway 1A, the South borders Phu Quy 3 Street and the existing residential area, the East borders Phu Quy 9 Street and the West borders Nam Canal.
The total planning area is up to 255,96 hectares, of which industrial park land accounts for about 250,55 hectares; the rest is land outside the industrial park with an area of 5,41 hectares. It is expected that the industrial park will attract and create jobs for about 14.400 to 23.400 workers.
Of the 250,55 hectares of land planned for the industrial park, the majority of the area is reserved for factory and enterprise construction with 175,71 hectares, accounting for 70,1%. Technical standards stipulate a maximum construction density of 70%, a maximum building height of 5 floors and a maximum land use coefficient of 3,5 times. In addition, land reserved for service works and public utilities is 7,43 hectares (accounting for 3%); technical infrastructure works 6,23 hectares (2,5%); trees and water surfaces 27,38 hectares (10,9%) and traffic land 33,80 hectares (13,5%).
Bac Hoang Hoa Industrial Park is divided into two main sub-areas: Area A (west of the North-South high-speed railway) with an area of about 171,17 hectares and Area B (east of the railway) with an area of about 79,38 hectares. In which, Area B includes three sub-areas B1, B2, B3 with locations specifically determined along Kim Quy and Phu Quy 10 roads.
The Industrial Park is oriented to develop synchronously and modernly, giving priority to attracting large-scale enterprises, playing the role of a development nucleus. Factory land plots are flexibly divided and can be combined to suit large investment projects, meeting the requirements for production space.
The service area and public facilities will be concentrated in the center of the industrial park, including the executive office, cultural and sports center, accommodation for workers, security works such as fire prevention and rescue team. Technical infrastructure works such as power station, wastewater treatment station are located in the southwest of the land, convenient for connection and operation.
Green spaces are concentrated in parks in the area, along roads, around technical infrastructure and isolated areas, to create landscapes, ensure environmental sanitation and improve quality of life. The internal traffic system is designed in a checkerboard pattern, providing easy access to each plot of land, while ensuring convenient connection with external traffic routes.
Thanh Hoa Provincial People's Committee assigned the Management Board of Nghi Son Economic Zone and the assigned Industrial Zones to complete the dossier and hand over documents to relevant agencies to organize the implementation of the planning. Within 15 days from the date of the decision, the planning content must be publicly announced and investment calls must be made according to the approved planning.
At the same time, the Management Board is responsible for coordinating with the Department of Agriculture and Environment and related units to deploy solutions to prevent natural disasters, restore the Phuong Quy drainage canal system and connect raw water sources from the Nam canal according to regulations.
The management of the Bac Hoang Hoa industrial cluster in the industrial park is also under the chairmanship of the Nghi Son Economic Zone Management Board, in coordination with the Department of Industry and Trade and related units.
The local authorities of Hoang Phu and Hoang Giang communes are responsible for managing construction planning in accordance with approval; reviewing and adjusting related planning to ensure consistency; and at the same time, allocating enough land to build social housing for workers in industrial parks.
Thanh Hoa Institute of Planning and Architecture will post the approved content on the National Construction Planning Information Portal within 15 days from the date the decision is signed and issued.
The planning of Bac Hoang Hoa Industrial Park aims to concretize major strategies such as Thanh Hoa Provincial Planning for the period 2021-2030, vision to 2045, Hoang Hoa Regional Planning to 2040 and Phu Quy Urban Master Plan. This is considered an important step in the orientation of industrialization, modernization and increasing the labor rate in the industrial sector.
