Lang Son is a mountainous province in the North, with a strategic position when bordering China, an important trade gateway of the midland and mountainous regions of the North. The formation of Huu Lung Industrial - Urban - Service Zone is expected to concretize the provincial planning for the period 2021 - 2030, with a vision to 2050, and at the same time create a new driving force to promote the development of local industry and services.

According to the orientation, this area will develop according to the model of modern industrial - urban - service zones, with synchronous and high-quality infrastructure; forming ecological industrial zones, attracting high-tech and clean-tech industries; building service areas to support production and logistics; research, development and technology transfer areas. In addition, the planning also arranges existing urban areas, new residential areas, resettlement, and renovation associated with community tourism.

To implement, the Provincial People's Committee assigned the Department of Construction to coordinate with the People's Committees of Huu Lung, Tan Thanh, Tuan Son communes and relevant agencies to widely publicize the planning project, develop a management plan, and organize implementation. At the same time, competent authorities will prepare, appraise and approve detailed plans and zoning plans to ensure compliance with legal regulations.
