On February 23, Dong Nai Provincial People's Committee announced that it had issued a decision approving the Project to convert the function of Bien Hoa 2 Industrial Park into an urban - commercial - service area and improve the environment. The province aims to relocate all businesses operating in Bien Hoa 1 Industrial Park to a new location by the end of 2025.
Dong Nai Provincial People's Committee believes that the conversion of functions of Bien Hoa 1 Industrial Park is an objective necessity, in order to develop Bien Hoa city according to planning, contributing to changing the architectural appearance of Bien Hoa city, improving the quality of Bien Hoa city. Increase land use efficiency and limit environmental pollution of Dong Nai river water. When the project is completed, Bien Hoa 1 Industrial Park will now become a modern, civilized urban - commercial - service area stretching along the banks of the Dong Nai River, adjacent to National Highway 1A and National Highway 51. Auctioning land use rights will bring in a large amount of money to the budget after deducting compensation and site clearance costs.

According to the project, the investment in Bien Hoa 1 Urban - Commercial - Service Area will be separated into 2 files with specific scale of each project (area) including: Project of political - administrative center area of the province, with an area of about 44 hectares; The Urban - Commercial - Service Area project is more than 286 hectares.
With the Dong Nai Urban - Commercial - Service Area project, we agreed to select investors in the form of auctioning land use rights; The project is divided into 6 zones; Of which zone 1 (area of about 75 hectares) will be implemented in the period 2023 - 2030, the remaining zones will be implemented from 2024 - 2030.
The process of implementing the Dong Nai project offers many support policies such as: Corporate income tax incentives; preferential land use fees; incentives on value added tax, import tax, and credit; Support workers to stabilize their lives.
Dong Nai Provincial People's Committee assesses that the conversion of functions of Bien Hoa 1 Industrial Park will face many difficulties and obstacles, because the number of operating businesses is large and the land lease period is still long; Large funds are needed (about 7.500 billion VND) for compensation, site clearance and relocation support for businesses and people. In addition, when relocating businesses will have to consider the regulations, treaties, and commitments to support foreign investors that Vietnam has signed to avoid complaints and disputes.
Bien Hoa 1 Industrial Park was formed in 1963, this is the oldest industrial park in our country. In January 1, the Prime Minister issued a written approval to remove Bien Hoa 2021 Industrial Park from the development planning of Vietnam's industrial parks.
Currently, Bien Hoa 1 Industrial Park has over 70 businesses renting land; including 67 enterprises with land lease term until 2051.
